SoGive has rated about 100 top UK charities with the goal of increasing the amount of effective donations via popularising impact ratings (note this is not the only SoGive project). I can see some similarities with what you are describing:
As the impact of the donations of individuals is very much connected to the cost-effectiveness of the organisations to which they donate, I guess producing Impact List might also involve assessing lots of organisations.
Both theories of change involve influencing the donations of high-net-worth individuals.
Both projects seem quite time-intensive.
Ideally, Impact List aims to compare the impact of donations going to organisations in different cause areas, in the same way that SoGive uses the same rating scale for all cause areas.
