A newsletter seems like a pretty good balance of work and impact. It’s free to run as an experiment, and you can easily stop if people don’t engage much. But I really like projects that regularly ping people with EA content; people will often start engaging quite suddenly (e.g. after they get a new job that leaves them with more money to donate), so it’s nice to keep them aware until that happens.
A podcast seems similar to a newsletter; you get good data back, and it’s easy to try a few experimental episodes without spending much (at least if the person running it already has the necessary equipment).
Streaming seems tougher to pull off; it’s harder to be entertaining and informative in a live setting, and I don’t think “idea” streaming has ever been very popular.
Hiring a PR agency seems very risky; it’s relatively expensive and hard to track impact for.
