Improving EA tech work

Building the case that 1) EA tech work is inefficiently allocated and bad for actually improving your tech work skills, 2) this problem could be mostly fixed by moving it into agencies, and 3) that ‘agencies’ would have a lot more potential value if they had the flexibility that donor-funding would allow. And in the coda (no pun intended), wondering whether the same holds for many other EA roles as well.
