My sense (as you’d expect from the post) is that funding into the political/governance layer on top of the research development layer is a worthy additional path—so both forwarding the great science work that Silverlining and Reflective (or Arete, say, for glaciers) do, and also looking towards orgs moving government capacity forward to shape policy that research informs.
