There are multiple reasons I believe this is the best proverb.
It is small and succint.
It does not fight the fish proverb by modifying it, or by giving lenghty explanations to why you should give instead of not give. It simply says what’s the consequence of giving.
It starts talking about forgiveness, which is something everyone needs. Also, there is a strong correlation between forgiveness and giving. If you forgive your brother for his mistakes, it is more likely that you will give to the poor. Because these actions comes from the same source, which is the love for your neighbor.
Also, if you only modify the fish proverb, I believe people who identify with the saying would feel annoyed that someone else modified it, and react by trying to create more and more silly sayings that make satire of the modified saying.
