It’s unclear whether nonhuman animals are capable of normative reasoning. For recent discussion of the question see Clement 2013, Johannsen 2019, and Andrews 2020.
I didn’t read the the articles, but I think whether or not they’re able to reason normatively, which might require more general reasoning ability, we might still think they “experience” moral judgements, e.g. they can feel that a situation is unfair and respond accordingly. See inequity aversion in animals. We could call that moral agency or not, depending on what we want that term to mean.
