Is it not that conflict stems from suboptimal institutions, such as those which value aggression and disregard, for the lack of better alternatives known, so can be prevented by general humanitarian development? It can be that when people are more able to contribute and benefit from others’ upskilling rather than competing for scarce resources because it is challenging to increase efficiency (e. g. farming), then they better care about others, for example educate them in relevant skills. Conversely also, better skills, better care. This must somehow perpetuate to decisionmakers: they see abuse, so they abuse, or, see GVC competitiveness and specialization strategies advanced through human and physical capital investments, so they do that. If it is shown that basically systemic change is effective in GCR, then global problems are solved, and GCR too. If not, then you can continue the specific GCR response and prevention and hope nothing else occurs or these measures will be sufficient.
