Since my estimated spending on cage-free campaigns is $36–$84 million, including costs associated with these initiatives would significantly increase the costs and reduce the estimated cost-effectiveness.
If you included their costs, wouldn’t you also want to include their impacts? As you wrote earlier, it’s probably best to analyze the cost-effectiveness of ballot initiatives separately.
