I wrote up some relevant thoughts recently in a comment (though per the reply thread I think I misunderstood the article I was replying to). I agree with much of the sentiment here, though I’m not as thrilled with the PR approach specifically, I associate PR departments more with organizations than movements, and I think EA frequently runs the risk of being too centralized as is.
