Thanks for this post! It seems to me that one additional silver lining of BCI is that the mind-reading that could be used for totalitarianism could also be used to enforce treaties. The world leaders agree to e.g. say twice a day “I do not now, nor have I ever, made any intention to break treaty X under any circumstances” while under a lie detector. This could make arms races and other sorts of terrible game-theoretic situations less bad. I think Bostrom first made this point.
