I’d guess contractualists and rights-based theorists (less sure about deontologists generally) would normally take the asymmetry to be true, because if someone is never born, there are no claims or rights of theirs to be concerned with.
I don’t know how popular it is among consequentialists, virtue ethicists or those with mixed views. I wouldn’t expect it to be extremely uncommon or for the vast majority to accept it.
