SPC framework

The significance, persistence and contingency framework, or SPC framework for short, is a framework for estimating the instrumental value of historical or future events.

Significance: Average value per unit time of a feature
Persistence: How long does this feature last?
Contingency: To what extent ins the feature’s value contingent on the agent’s choice?
