The bill was fundamentally the wrong approach. Putting the responsibility there where it belongs: directly and in full on the shoulders of all the people and companies involved. Including all their shareholders, in person. Making sure that everyone profiteering also has a hell of a lot to lose if things go wrong. Every dime spent on repairs, every life lost, will be billed and prosecuted in full, without any safeguards against private limited liability. No hiding anywhere on the globe, no hiding behind smoke screens of LLCs. Only if your own life is directly on the line will you think very carefully about what you are doing and where you put your money...
