Unfortunately GPAI’s and PAI’s FAQ pages conspicuously omit “how are you differnet from (G)PAI?”.
Can anyone help?
At first glance it seems that:
PAI brings together a very large number of below-state actors of different types: e.g., nonprofits, academics, for-profit AI labs, …
GPAI members are countries
PAI’s work is based on 4 high-level goals that each are described in about two sentences [?]
GPAI’s work is based on the OECD Recommendation on Artificial Intelligence
I don’t know how/where the substantive work undertaken by PAI gets done—e.g., by PAI staff or by ad-hoc joint projects between some members or … ?
GPAI has two “centers of excellence” in Montreal and Paris. I would guess [?] that a lot of the substantive work for/by it gets done there.
I also note that it’s slightly ironic that GPAI differs from PAI by having added the adjective “global”. It’s based on an OECD recommendation, but the OECD is very much not a “global” organization—it’s a club of rich market democracies. (Though GPAI membership differs a lot from the OECD—fewer than half of OECD members have joined GPAI, and some notable non-OECD member such as India have.)
I think PAI exists primarily for companies to contribute to beneficial AI and harvest PR benefits from doing so. Whereas GPAI is a diplomatic apparatus, for Trudeau and Macron to influence the conversation surrounding AI.

So there is now (well, since June 2020) both a Partnership on AI and a Global Partnership on AI.
