I think that the forum wiki should focus on taking chunks of article text and editing it, rather than pointing people to articles. So take all of the articles on global dev, squish them together or shorten them.
So there would be a page on “research debt” which would contain this article and also any more text that seemed relevant, but maybe without the introduction. Then a preface on how it links to other EA topics, a link to the original article and links to ways it interacts with other EA topics. It might turn out that that page had 3 or 4 articles squished into one or was broken into 3 or 4 pages. But like Wikipedia you could then link to “research debt” and someone could easily read it.
