The post you link to seems to say that regulations could be relaxed a lot (presumably lowering costs) without increasing risk:
The regulatory standards for nuclear are much higher than they are for coal, gas, oil, food or medicine. Whether this is good or bad depends on your perspective, but safety regulations in nuclear energy could probably be drastically lower and wouldn’t increase harm in any meaningful way.
I also don’t think it’s fair to say “not even the pro-nuclear lobby” without engaging with the arguments about ALARA etc. from Devanney—whose recommendations about regulator incentive reform etc. seem to be basically endorsed by the LW post you link to.
