Notice the word “all” in “all AI labs”, and the plural “governments”. This shouldn’t just be focused on the West. I hope the top signatories are reaching out to labs in China and other countries. And the UN for that matter. This needs to be global to be effective.
Agreed. I find the implication that if the US slows down, China will inevitably race ahead far from inevitable. If China wants the 21st Century to be ‘The Chinese Century’, then a misaligned AGI seems a pretty surefire way to remove that from the table. I don’t have expertise into the state of Chinese AI Research (though I do know some Western AI experts are highly sceptical of their ability to catch up), but I’m not sure why arguments to slow down AI progress/focusing more on safety would be persuasive from one part of the world but not another.
