I don’t have a firm opinion on this, but I’d suggest that “upskilling” be added as a third category that fits the same mold. If we think of “outreach” as “getting new people into EA” and “retention” as “keeping people around who might otherwise leave”, “upskilling” would be “increasing the involvement of people who are already passionate/dedicated”.
All three methods have different audiences, and “upskilling” seems to get more resources than the other two at the moment (though this is a very rough estimate).
