This might be squints 4 years too late, but one can always use unicode superscript characters, in this case “10¹⁷-10¹⁹”.
Or one could use LATEX (slightly more involved), writing 10^{17}-10^{19}, which results in 1017−1019. Perhaps a bit out of place in this text :-)
