[Question] Can anyone seize the opportunity to advise philanthropists on the war?

It seems as if some wealthy and famous people want to contribute to the war—largely by supporting Ukraine and condemning Russia as a whole.
Examples are Tim Ferriss and Ryan Holiday. See this snippet from Ferriss’ most recent 5-bullet Friday:

Tim’s donation alone must be single or double-digit millions of dollars.

While both Tim and Ryan are exceptional in their own domains, I worry that they don’t have the time and expertise to effectively direct funding to improve the situation (this might include supporting some aspects of the Russian people to change the regime) and they’d be receptive to well-intentioned effective advice.

Is anyone in a position to meaningfully and effectively support these admirable intentions from philanthropists by advising them?
