Yes, yes, yes! Although I have no/minimal background with the more technical aspects of Operations Research, my understanding of the field is that it has very large potential contributions to EA. I think that tools and methods from Operations Research would help a large variety of EA organizations achieve their goals more effectively and efficiently.
Occasionally senior people in EA write about how more professional management is needed, and I suspect that the tools and methods from Operations Research would fulfill a non-negligible part of that need/desire.
