We regard force-on-force systems designed to attack manned military vehicles and installations as relatively less intrinsically concerning. The targets of such weapons will, with considerably higher probability, be valid military targets rather than civilian ones, and insofar as they scale to mass damage, that damage will be to an adversary’s military.
I’d have guessed that systems designed to attack military vehicles and installations could also be effectively used to attack civilian vehicles and installations. So I found the second sentence a bit confusing—i.e., why would force-on-force systems be considerably more likely to be used against valid military targets rather than civilian targets, relative to anti-personnel systems?
(But maybe there’s an obvious reason for this that I’m missing as I lack background knowledge on AWSs. Or maybe by “considerably higher probability” you mean something like “at least 10% more likely”, while I read it as something like “at least twice as likely”.)
While such systems could be used on civilian targets, they presumably would not be specialized as such — i.e. even if you can use an antitank weapon on people, that’s not really what it’s for an I expect most antitank weapons, if they’re used, are used on tanks.
