This would imply that nearly all non-rural buildings in those countries should have HEPA filters, especially because there are economies of scale. The fact that they don’t I think indicates that the economics are not nearly as good when you take into account ventilation (related to Ben’s comment). Also, I think there is very large uncertainty in the health benefits.
