As the author, I think that the post stands up relatively well on its own, and addresses a still-critical issue for thinking about many potentially effective interventions which relate in various ways to geopolitics.
Unfortunately, despite my thinking that the introduction is good, the sequence wasn’t really finished, or as polished as I had hoped—and by February 2020 I had started focusing on COVID-19 and related issues, and haven’t gotten a chance to return to this. (And if this were included in the Decade Review, I would want to edit it to stand alone more.)
