Both of your points match some of my analysis for early-career people in Chile going into AI safety as well. I think the impact calculus is really similar, and the debate feels similarly unfocused. People have a strong preference for local interventions, but these are generally (though not always) not justified by a strong impact case. It’s sad, but I do think most of the strongest opportunities for impact are, for better or worse, in the US, China, UK or the EU.
