I wonder if this suggests these people created accounts, followed a few groups they felt like they ‘should’, and then largely stopped using twitter.
I think many serious Twitter users follow institutions, particularly if they have some connection with them. So I wouldn’t necessarily draw that conclusion unless I got more evidence.
