[Question] Should and do EA orgs consider the comparative advantages of applicants in hiring decisions?

E.g., would an EA org re­ject their top ap­pli­cant be­cause they thought the ap­pli­cant would be more valuable el­se­where or in an­other po­si­tion? Would they recom­mend the ap­pli­cant to an­other org? Should they?
